About the emergency law

Hi everyone here. I'm glad to find such a place to discuss someting about Japanese law,
but I can not type Japanese words. I hope you wont mind it.
I'm a foreign graduate student, and I am now writing an paper about the Hansin Earthquake.
In this paper, I would like to compare the Hansin Earthquake, and the "921 Earthquake",which happened several years in Taiwan.
However, in the process of writing the paper, some questions appeared, that's why I'm here and I'm going to ask some questions.

The first question:
I find that in Japanese Constitution, there is no stipulations about "emergency power of the state",
and some scholar says it is because that Japanese Constitution is a "Peace Constitution".
It seems that Japanese think that the "emergency power of state" will inevitably cause bad ending such as war or somewhat,
Is that true?
If the constitution do not say anything about the emergency, what should the government do when something critical happens?
What if the parliament is destroyed by an accident?
Can you please tell me how do you think about this?

Im not good at English, but it's something interesting, I think.Please dont mind my English ,but catch my opinioin.
In first, there is no state in Japan. Now the discussion(to adopt the system of states) is starting, but it isnt realized yet.
We call prefecture for our local public units. As a big difference, Japanese system is that nation has a big power. It's because of the history of Japanese goverment, i think. And Japan is small in size(this is my opinion).
Please read the 94th stipulation. You will find 'local law << nation law'. If the parliament is destroyed, Japan will be abooooon. I think that there will be no finction.
I dont know about Taiwan, and what you say concretely about 'emergency power'. But it's clearly that the power of Japanese prefecture is less than that of each nation in USA.

ところで、内閣の行政権(憲法65条)の範囲内では対応できず、
あらかじめ憲法で規定しなければならないほどの緊急事態である
“when something critical happens”の内容が示されないと、
法学版常駐諸賢も、なんとも返事のしようがないのでは?
国会開催中に議事堂が崩落する、っていうのは、あり得ない想定
ではないけど、議論の出発点としては、極端すぎる。
小松左京「物体O(オー)」でも読んでおけ、と。
(「首都消失」は、その焼き直し。)
